Si aceptamos que una fracción de esta gente desearía que lo que gasta tenga un efecto práctico y concreto, y está demostrado que pocas cosas son tan eficientes como el periodismo de investigación, cuando está bien hecho, para reducir considerablemente el costo de la corrupción, entonces por qué no pagar una redacción independiente que esté sostenida por la colaboración de estas multilaterales a fin de que se pueda conseguir la masa crítica de periodismo de investigación de calidad que tenga un impacto sostenido sobre la corrupción. Desarrollé esa premisa y llegué a la conclusión de que si eso se lograra podría disminuirse en forma sensible la corrupción como parte del costo del Producto Bruto Interno. Y si se hace bien en el Perú, entonces se puede generalizar a América Latina. Quizás no lleguemos a los niveles de honestidad pública de Finlandia o Noruega pero estaremos en camino. Esa fue la idea, hice un proyecto en ese sentido, hice los mayores esfuerzos, fui a Washington, hablé con la gente del nivel más alto ocupados de eso en el Banco Mundial, lo mismo con el PNUD, con toda esa gente. Lo que conseguí después de hablar y hablar fue un conjunto de elogios, algunos considerables, pero en términos de recursos, de dinero, fue exactamente 0. No hubo nada que hacer.
